Robby Franceschini is Director of Government Affairs at Blue Shield of California, a non-profit, California-based health plan. In this role, he supports the company's state regulatory affairs, including policy development and advocacy strategies related to health care affordability, data sharing, and the regulation of commercial health plans. Robby previously worked as Director of Policy at BluePath Health, where he actively led stakeholder coalition efforts to develop the Data Exchange Framework, and supported other client projects related to telehealth policy, HIT program management, and go-to-market strategy. He also has expertise in Medicaid financing and program policy and clinical research ethics. Robby holds a JD and MPH from the University of Washington, where he was an AAAS Emerging Leader in Science and Society Fellow and a David A. Winston Health Policy Scholar.
